Does a journeyman have to watch a Texas apprentice at all times?

No. TDLR's rule at 16 TAC §73.10 says continuous supervision of an apprentice is not required. A licensed master, journeyman or residential wireman still has to supervise on site and is responsible for reviewing and inspecting the apprentice's work for code compliance.
